Azure is for hosting your own ASP.NET or PHP web applications "in the cloud". You can also get SQL and generic Windows VMs as well, similar to Amazon EC2. So you pay based on CPU/memory/disk usage. I don't think there's anything that links Office 365 and Azure together.
