I have a single Windows XP workstation that, when trying to connect to a Windows 2008 Terminal Server, reports that client is unable to connect to host because there are no "per device" license CALs available.

The Terminal server is pointing to the correct License Manager, that has 67 unused "per device" licenses to use.

On the Terminal server, the error log indicates that the License Server is unable to "renew" the license for that client.

This is only impacting this one single XP Workstation, and on the Licensing Server, this client isn't listed has having a temporary OR permanent license checked out.

What to do? What to do?

Delete the license store (subkeys of HKLM\Software\Microsoft\MSLicensing) from the client's registry?

Also, check the acl on the registry key mentioned, it must be writable to all users
