Finally got this sorted out on a Client's domain controller.
Error was: he Background Intelligent Transfer Service service terminated with service-specific error 2147943763 (0x80070553).
Lots of fixes on the blogosphere but nothing worked.
So I increased the virtual memory from 4 to 7 GB. I downloaded and reinstalled Service pack 2 to essentially rebuild BITS. Upon reboot the BITS service was running again and I was able to install updates via WUS.
