I am trying to prevent the users from being prompted by the IE security warning, when clicking a MailTo link on a website.

"This program will open outside protected mode......."

I can create a key under:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Internet Explorer\Low Rights\ElevationPolicy

Then it works, but if I do it under
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Low Rights\ElevationPolicy

It does not work.

I tried using these ADMX files:
http://blogs.technet.com/b/juanand/archive/2010/10/29/internet-explorer-protected-mode-elevation-policy-and-administrative-templates.aspx

They do set a value but under
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Internet Explorer\Low Rights\ElevationPolicy

But that not seem to work either

This is 64 bit Windows 7, tested with both 32/64 bit IE 9
