Is it possible to automatically send an e-mail when I assign an alert to someone?
E.g. I change the owner from empty to active directory user "x"
I want SCOM to send "x" an e-mail that an alert is set to his name.

In notifications settings I can't find a solution.On the internet the same.

Yes, it is possible.

You may also check how to send SMS from SCOM 2007 with Ozeki NG SMS Gateway:

Hey Wilson,

Thank you for the recommendation. Ozeki NG SMS Gateway proved to be very reliable and useful. I use it for bulk sms sending. Fortunately it can send 500 sms/sec.
