Looking for software that will backup my users (30-40) on stand alone server, no DC / AD. It is used for small Webserver, accounts have different access to folders. System State will not restore to dirrerent hardware (right?)and when I need to restore it maybe to a total different server. Any low end software that can do this?

Not reliably, anyway. On VM's it's not so bad. Unfortunately, it's the only way that I can think of if you need to keep the original SIDs of users and groups.
