Will Windows-7 allow a profile to be copied so as to replicate the current user?

Not done it but as long as your not logged in on the profile you want to copy I don't see why not.

Many thanks. I've read conflicting answers as to whether or not a profile can be successfully copied under Win-7.

You can't copy an existing profile in a supported manner. That being said, you can copy it various (unsupported) ways (from robocopy to enabling the disabled "copy to" button).
