does this mean MS will be pulling it inhouse and only selling as a SaaS like Salesforce?

They are not being very clear.
What I "Think" is that the two datacenters are tied closely together and to make all the cloud apps that CRM works with easier to connect via the SQL "Fabric" there will be more development options.

For instance , there will be more opportunities for Working better with office 365, Share Point Online, Custom Azure apps and connectors with apps like NAV, Great Plains, and platforms like Facebook, LinkedIn, etc.
