On Windows 2008 R2 DCs, FRS handles replication for the NETLOGON share. I noticed in our environment, if DCs are located the same AD site, replication occurs instantly but for Intersite DCs, the replication takes about around 10 minutes to occur.

Is FRS replication follows the AD site replication topology configured in AD sites and services? We also enabled change notification between sites, any changes to AD objects will replicate to all DCs (intrasite and Intersite DCs) within 3 minutes in our enviroment. So I don’t know why NETLOGON replication takes 10 minutes for Intersite DCs. Does FRS has replication interval?

Yes, but it does not honor the notification bit. Switch SYSVOL and NETLOGON to DFS-R to speed things up.
