I need to redirect a folder on the c: drive to point to the d: can this be done and can it be done via GPO? This is not one of the built-in 'folder redirection' folders.

Sounds like a mount point. You would use diskmgmt.msc for that. No GPO for that.

or a symbolic link using mklink.exe
